Development of M-9 flying boat. It had smaller size and was intended for more powerful Hispano-Suiza engine. M-15 was very successful and production of 80 aircraft was discussed, but the engine was in short supply.
M-15 was built in small series and was unable to replace M-9 as a workhorse maritime reconnaissater. Since summer 1917 it was used mostly as a trainer.
