Failure with MUR-1 forced designer to put more efforts on trainer flying boat project. For new aircraft D.P.Grigorovich took modern (at the time) M-11 engine. While general layout was unchanged, wooden hull was replaced by all-metal one.
Project started in 1926, assembly was finished in 1928. During construction aircraft was overweight by 150...200kg, mostly due to 10% oversize. Sluggish takeoff and poor overall performance resulted in rejection of the MU-2.
