Two-seater biplane amphibian. Aircraft of all-wooden construction with one large float and pair of underwing balance floats. Upper wing carried ailerons, the lower one - landing flaps. Grumman-type landing gear was retracted manually. NV-4 was equipped for blind flight.
Aircraft was built in 1936 in Moscow and flown. But V.V.Nikitin was assigned to other projects and could not to supervise trials program.
NV-4 was abandoned.
