There is no documents found about this aircraft. N.N.Funtikov and A.I.Baranov, who participated in construction in 1914, describe it as high wing monoplane with pair of 80hp Argus engines on the wing. Crew was located in enclosed side-by-side cockpit in very nose section of fuselage. Central section of fuselage was used as a passenger cabin.
Construction was like the Steglau-2, with strong plywood skin.
I.I.Steglau personally tested it in Summer 1914 on airfield near St.Petersburg. Tests were interrupted by crash, when one of engines gave up on takeoff.
